Add session restore infobar controller

This cl adds the SessionRestoreInfobarController. This new class will be
responsible for the core logic of the session restore infobar, including
determining when it should be displayed. Added unit test file in this cl
as well. Running git cl format also took out duplicate entries from the
test build file.
