Simplify the "viewport adjustment" for feImage

This is essentially a scale operation after moving the origin to the
upper-left corner of the destination rectangle.

Make ComputeViewportAdjustmentTransform() return a scale factor instead
and rename it to ComputeViewportAdjustmentScale().
