[Deprecation Console->Issue] (2) Consolidate DeprecationInfo

Right now, the DeprecationInfo struct duplicates info between the
message, id, and anticipated_removal. Let's restructure this to break
out the struct info into components, and auto-detect which message
printer to use based in the info set. This is a noop, and won't modify
any existing messages, but paves the way for sending the detailed info
to a DevTools Issue.

This is a part of a set of CLs:
(1) Remove legacy CSS Deprecation path
(2) Consolidate DeprecationInfo
(3) Streamline redundant Deprecation messages
(4) Add features for console/issue deprecation
(5) Fix feature status detail link
(6) Implement Issue Deprecation
(7) Launch Issue Deprecation
(8) Remove Console Deprecation

Logo Chromium

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

Learn how to Get Around the Chromium Source Code Directory Structure .

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
