Fix thread DCHECK for CrOS amplitude peak detection This fix the DCHECK on ChromeOS when Tracing audio with amplitude peak detection: The callback are on a different thread for each CRAS stream. The solution used is the same as the one used on the Windows Low Latency audio manager. This change ensure the amplitude_peak_detector is created prior the cras stream is added. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
