Enable some WPT tests depending on CSSTest fonts https://crrev.com/c/6512831 added the CSSTest fonts to test_fonts, so we can now enable some tests that depend on them on Linux (the only platform where test_fonts are loaded). For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
