ozone/drm: Support upstream AFBC AFBC (ARM Frame Buffer Compression) is supported for Rockchip RK3399 devices, using the DRM_FORMAT_MOD_ARM_AFBC modifier on recent kernels. The underlying bug from crbug.com/852675 was never fixed (just worked around here), so we need to carry the workaround to the new kernel/modifier. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
