Update logic to use ClearGrShaderDiskCacheOnInvalidPrefix. Update logic to use ClearGrShaderDiskCacheOnInvalidPrefix to balance control and enabled group sample counts. This feature flag check was inside an if condition which was causing enable and control group sample count to be different. Move the flag ClearGrShaderDiskCacheOnInvalidPrefix check outside of if condition. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
