url: Use string_views for CanonicalizeHostSubstring() arguments Unlike other Canonicalize*Host*() functions, CanonicalizeHostSubstring() assumed the `Component` argument was always valid, and it doesn't return offsets in `spec`, so we can just pass a string_view for a host part. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
