Clean up LayoutNG project test expectations somewhat. Move expectations into appropriate sections (no need to identify NG-specific problems anymore), and change bug numbers if they used generic bug IDs for the NG project (such as LayoutNGTable). There's more work to do here, but this is something, at least... For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
