extensions: Port SharedModuleService to desktop Android It's currently owned by ExtensionService, which we can't yet use on desktop Android. Convert it to a ProfileKeyedService so it can be accessed without using ExtensionService. Callers to ExtensionService::shared_module_service() will be cleaned up in a follow-up CL. Remove ExtensionService dependencies by using ExtensionUpdater and ExtensionRegistrar directly. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
