[SRI Message Signatures] Add the signature base to devtools issues.

Rather than `printf()`ing the signature base every time I write a test,
it'd be nice to put it into the devtools issues we're producing so that
developers have half a chance of debugging errors.

This CL also shifts the signature of `OnSRIMessageSignatureIssue()` to
accept an array of issues rather than a single issue in order to reduce
the number of IPCs from the network service to the browser.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
