Relax YCbCrVkDescriptor comparison With graphite, begin access on a video texture fails when there was a YCbCr info mismatch. This was added to address a case where the promise image had no YCbCr info but fulfillment texture did. That caused a mismatch in the configuration of dawn BindGroupLayout vs BindGroup that crashed. The same check is failing for minor mismatches in YCbCrVkDescriptor and causing the frame to be skipped. It seems better to draw the video with colors being a bit off than not drawing it at all. Relax the comparison to just look at formats and forceExplicitReconstruction. Chrome never uses the later so it should always be false thus seems safe to compare. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
