[BCIV] Fix status indicator animations

Status indicator animations change the height of the controls and
viewport, so the browser needs to update the offset to reflect the new resting position of the browser controls.

When the controls are scrolled off the screen, setting the offset with the content offset is incorrect, because viz will receive a frame with the scroll offset applied, and will apply them again via the offset tag values.

This CL updates the browser with the correct offsets (using the height, not including any scroll offsets) when the min height of the controls change, so that the offset tag values in viz will be correctly applied. This fix isn't perfect, but should be good enough for stable experimentation.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
