[GM3] Update expanded state icons in realbox. This CL starts the process of updating the expanded state icons by adding backgrounds for AiS and pedal suggestions. The expanded state icons flag is created to guard this change. Follow-up CL's add the GM3 icons which is also part of the updated expanded state icons change. This change is not yet connected to the color pipeline as that will be tested separately. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
