Avoid polluting libdrm dependencies with libdrm-internal cflags The existing libdrm_config being used in GN public_configs, so cflags meant for libdrm itself are incorrectly applied to dependencies. Fix this by splitting libdrm_config into multiple GN configs, so the cflags are only ever used by libdrm targets internally. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
