[Merge M137] Enable Chromium to connect to the payment app's DPU service Before this patch, WebView connected to the Android payment app's DPU (dynamic price update, a.k.a. payment details update) service, while Chromium exposed a service for the Android payment app to connect to it instead. WebView cannot expose its own service, so Android payment apps that needed to work on both WebView and Chromium had to manage two different ways to connect the same exact service. This patch enables Chromium to connect to the Android payment app's DPU service. This brings Chromium in line with the WebView implementation. After this patch, Android payment apps can use a single implementation for DPU service connection for both WebView and Chromium. The project's web site is https://www.chromium.org.
To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.
Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
