[fuchsia] Adjust shards of tests Components_unittests is time out on asan, but it's heavy, setting up a higher number of shards would be beneficial to keep things reliable. Meanwhile, several other tests can be run with less shards to save the resources. Note, fuchsia-x64-cast-receiver-rel is also impacted by https://crsrc.org/c/infra/config/targets/autoshard_exceptions.json?q=fuchsia-x64-cast-receiver-rel%20-f:%2Fgenerated%2F%20-f:third_party%2F. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
