Files SWA: Allow clipboard access for Files SWA

The execCommand() fails for some commands in the SWA (System Web Apps)
context.  This CL allow list Files app SWA for the
AllowReadFromClipboard() check.

Reducing the allow list to only:
*  Files SWA
*  AllowReadFromClipboard() which is used for the `paste` command.

NOTE: This only allows list in the renderer side. In the browser side
this is currently default-allowed for legacy reasons:
https://bit.ly/3zQSVY1

NOTE #2: This is a temporary workaround and the permanent solution is
to migrate to Clipboard API which has support for properly granting
permissions for SWAs.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
