[Speculative RFH] Reduce number of IPCs when creating remote frames When creating a speculative RenderFrameHost, we create one proxy for most FrameTreeNodes, and send 3 IPCs for each proxy creation. This cl consolidates the DidStartLoading() IPC into the creation of remote frames. Additional cl's will follow, eventually consolidating 3n IPCs all into one IPC being sent for the entire frame tree. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
