webnn: check operand_id overflow CoreML generates internal operand ids for emulation. This checks if the number exceeds the UINT64_MAX before incrementing the `internal_operand_id_`. In reality this should never happen but this fixes fuzzer failure. Also fix the initialization of `interal_operand_id_` to not assume the `id_to_operand_map` is ordered, as that assumption might break when we do emulations before reaching backends. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
