cros: Apply new shadow style to overview items This CL applies new shadow style to the overview items. It replaces the ui::Shadow in ash::OverviewItem with ash::SystemShadow. When drag and drop an overview item, its shadow elevation should be updated. We implemented this in the OverviewWindowDragController. The final effects is shown in the bug comment. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
