[XProto] Fix X11KeyboardImpl::ChangeKeyMapping

This fixes a regression after [1].  The issue is that
GetKeySymsForUnicode() doesn't handle all characters.  This CL ports
the relevant part of XStringToKeysym() to match the behavior before the
regression.
