Fix CHECK failures when display locked links are force updated The speculation rule set will mark the display locked links as pending when their style gets force updated. This is causing CHECK errors on certain pages. The CL fixes the issue by revisiting all the child nodes of the force-updated roots and marking them as stale. The CL also adds a regression test for the issue. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
