[GlicMI] Don't try to show Glic panel on menu pin in multi-instance. In single-instance mode we open the panel when a tab is pinned via the context menu. This CL removes that behavior for multi-instance and adds multi-instance browser tests for the tab strip model. Follow-up CLs to address other edge-cases (e.g. hiding menu item when no instance is active). To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
