Remove HTMLElement::ParserDidSetAttributes. The dir-attribute-related work done in ParserDidSetAttributes never does anything because ParserDidSetAttributes is called before the element is connected to anything. This removes it (since it's confusing and *looks* like it does something). This also fixes one derived class implementation to correctly call the base class. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
