[lens-rearch][18/n] Move PDF text functions to context controller. This moves the functions for getting partial PDF text and sending it to the server to the contextualization controller. This should be a no-op as it is just moving logic over. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
