webauthn: enable new caBLEv2 revision if linking flag is present, not just if true. The late-linking mode of caBLEv2 was enabled when the flag in the QR code which indicates linking support was true. These things aren't inherently coupled, we just happened to introduce both at the same time. This change updates the logic on the Android side to enable it if the flag is present, whether it's true or not. This is a little more accurate because the QR-showing device mightn't always support linking. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
