Revert "editor: show editor ui on context menu card before consent" This reverts commit 5f10f8bf2f29487cb3c4b55272ac8ef0f83b5ca8. Reason for revert: b/390661006 Causing `unit_tests` to crash on startup on `linux-chromeos-chrome-preuprev` bot. To check out the source code locally, don't use git clone

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
