[ProtoExtras] Move to .extras.h, split out support for protobuf_full This is a cleanup change in preparation of adding more support like an equality operator and gmock matcher support. This change: - Renames generated functionality from *.to_value.h to *.extras.h. - More formally adds optional protobuf_full support for the fuzzer target, hopefully reducing the binary size again for chrome builds. - Changes from Print to Emit patterns for file output. - Changes the options so their defaults are all 'false'. - Enables the stream operator support by default. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.
Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
