PA: Refactor PCScan/BRP unit test This CL * chunks `ProposeSyntheticFinchTrials_BRPAndPCScan` into two separate unit tests, splitting the boilerplate across two different sets of parameterized tests, and * reduces the strictness of the expectation for BRP settings in the presence of PCScan. The vagaries of BRP process selection need not be tracked in this particular test. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
