Predictions for manual fallbacks. To offer manual fallbacks for ac=unrecognized fields, Autofill needs to predict a type for them. This was already implemented under the kAutofillFillAndImportFromMoreFields feature in the past. However, this had several issues, as outlined in [1, Google only]. This CL addresses the non-metrics related issues: - Server overwrites - Suggestion labels Furthermore, it: - Renames the feature flag - Renames HasPredictionDespiteUnrecognizedAutocompleteAttribute() - Removes the filling feature parameter. - Emits the #autofilled fields with ac=unrecognized metric independently of the feature flag. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
