Change bringActivityToForeground() to work with multi-window modes Sending a focusing intent to bring a activity to foreground is ineffective for windows in multi-window modes, change to use ActivityManager#moveTaskToFront call to align with the current CCT implementation. A disabled-by-default feature flag UseActivityManagerForTabActivation has been implemented to switch between old and new logics. This flag will be enabled by another CL on top of this. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
