[Uno-D] Dont show Chrome Signin bubble if sign-in disallowed by pattern This change adds a check within `MaybeShouldShowChromeSigninBubble` to see if sign-in is allowed for the intercepted account. If the `kReplaceSyncPromosWithSignInPromos` feature is enabled and `CanOfferSignin` returns an error, the bubble will not be shown, and a new reason `kShouldNotShowSigninDisallowed` is recorded. This requires passing the `Profile` and the account's email to the check function. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
