Support filling PSL matches on http domains. Before this CL, the plus address affiliation matcher assumed no support of http domains (i.e. invalid facets; See removed DCHECKs). Nevertheless, filling did not fail on PSL matched http domains. This CL removes the preconditions and includes a tests that asserts the correct behaviour. Note that filling http domains that are part of the group affiliation is not supported yet. This will be included on follow-up CLs. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
