Reland "[metrics] Report not-idle to MetricsService in Ash on user activity" This is a reland of commit c51d35fb70aa567ee6385ba9fb2ab8bb8b1f222f There is no change from the original CL. Reason for revert was addressed separately by crrev.com/c/5438673. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
