Implement experimental Cronet proxy API stubs If Cronet is configured via setProxyOptions, Cronet will register a new, Cronet-specific, ProxyDelegate. This will take care of: 1. Injecting into //net the List<Proxy> specified from the app 2. Calling back into the provided Proxy.Callback whenever it can add extra headers to the tunnel request and received a response for the tunnel request. ProxyConfig is passed to the native side of the implementation by leveraging the pre-existing RequestContextConfigOptions proto. Callbacks are surfaced back to the java side of the implementation by demultiplexing (via net::ProxyChain::opaque_data() added in the parent CL) within a new per-CronetContext method. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
