Add CreateServiceWorkerProvider plumbing for dedicated workers This adds CreateServiceWorkerProvider plumbing to various classes. This is part of the change for https://crbug.com/40364838 in order to support Service Worker APIs in dedicated workers. This change adds the plumbing to classes (and interface): blink::DedicatedWorkerGlobalScope::CreateServiceWorkerProvider blink::DedicatedOrSharedWorkerGlobalScopeContextImpl::CreateServiceWorkerProvider content::ServiceWorkerProviderContext::CreateServiceWorkerProvider The plumbing is new CreateServiceWorkerProvider methods for blink::ServiceWorkerContainer::From to call in a future change. Additionally it is updates to those classes to keep references to state so they can forward the calls on to implement CreateServiceWorkerProvider. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
