[DiscardableSharedMemoryManager] MemoryPressureListener on one thread In a future CL, all MemoryPressureListeners will have to be destroyed on the same thread where they were created. An alternative to this change would have been to use SequenceBound to instantiate the MemoryPressureListener, but this change seemed simpler. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
