Make block on sentinel file temporary. If the sentinel file reaches 5 bytes, GCPW gets deactivated permanently. This change enables a timestamp so GCPW gets deactivated only temporarily. After specified time, the sentinel file gets deleted and everything goes back to normal. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
