a11y-mv3: Add offscreen document for enhanced network tts This change adds an offscreen document for enhanced network tts and moves the usage of AudioContext offscreen, since it cannot be used in a service worker. This required us to wire up communication between the service worker and the offscreen document. Lastly, we connect mv3 enhanced network tts to the build, which means that the mv3 code will be deployed to devices and the mv3 tests will be run during CQ. Manual and automated tests pass after these changes. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
