[PEPC] Re-check system permissions when the browser window is activated While the PEPC prompt is showing the kOsSystemSettings screen, it is expected that the user might change these settings in the OS's settings UI. This CL re-checks settings when the Chrome Window receives activation and progresses the PEPC flow if the settings have changed. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
