[Vertical tabs] Update the tab group line layout for collapse tab strip. When the tab strip is collapsed the group color line needs to be drawn in the leading margin area beside the tabs and tab group header (and the grouped tabs are no longer inset). This cl updates the unpinned tab container's margins so that a tab group will set it's leading margin when the tab strip is collapsed. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
