Add a Skia-specific histogram directory IIUC histogram descriptions are supposed to go in a sub-directory corresponding to the sub-string before the first '.'. This adds such a sub-directory for some of the Skia-internal histograms. This merely establishes a beach head where we can move existing histograms and add new ones. I have passed the quiz and should be eligible to be a reviewer for the new Skia directory. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
