[Cast Streaming] Add about:flag for metrics overlay.

The Cast Streaming sender can render a metrics overlay on outgoing video
frames with many useful performance metrics. This used to be enabled
through VLOG settings, which are hard for end users to change and also
hard to change on ChromeOS.

Instead just use a feature flag for this overlay.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
