multipaste: Return unserialized clipboard history items from controller This CL changes the clipboard history controller's GetHistoryValues() API to return strongly-typed clipboard history items rather than Values. Doing so eliminates the possibility of future key mismatches (as was the case in b/264696776) and makes it easier to integrate with more surfaces outside of ash, such as the browser. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
