Add and log histograms/user actions for ESB Download Row Promo

Creates and logs histograms that check whether the user has clicked on
an the ESB Download Row promo or whether the user has seen the promo.
Also adds a user action to record the user click on the promo

There are no tests for the histogram because the logic is
straightforward and it proved difficult to test due to browser
complications.
