OSCrypt: Add further support for Encryptor options into test_utils With this CL, the test Encryptors vended by the test_support library are more like production ones. They contain two keys both enabled for encryption, but only one is marked as OSCrypt Sync compatible. This means that test code can now call `GetInstance` with different options - `kNone` or `kEncryptSyncCompat` - and do more realistic testing of key upgrade scenarios. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
