[Metadata][AIF] Log histogram on every fetch attempt

In crrev.com/c/6000395, logic was introduced to log image fetcher
histograms only once per browser session even if there were multiple
attempts. At that point in time, there were multiple triggers (8 to 9)
for image fetching on browser startup, so the metrics were getting
negatively biased. This is no more the case. There's only 1 trigger for
image fetching now.

Log histograms once for each attempt at image fetching. This also
ensures feature parity with Android.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
