[KeyboardAccessory] Remove `UiConfiguration` class in `AllPasswordsBottomSheetViewBinder`.

`UiConfiguration` only contains FaviconHelper (maybe it had other fields
before), so it doesn't seem necessary to have it as a separate class.
After this change, `FaviconHelper` will be directly passed to
`AllPasswordsBottomSheetViewBinder`.
