Fix draggable area check on Windows Windows runmoveloop eats the mouse up event, so WindowsEventObserver doesn't see it, and we don't clear mouse_down_in_draggable_area_. This CL makes us set mouse_down_in_draggable_area_ on mouse press, so that it will be false if we're not in the draggable area. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
